Justin Fazzari, Ph.D., is the Senior Broadband Strategist at AppGeo, a Division of Sanborn. In this role he leads AppGeo in supporting States’ data strategy, mapping and implantation as they navigate and manage the NTIA BEAD program. Justin joined AppGeo in May 2023 and formerly managed Broadband Data Analytics for NTIA’s Office of Internet Connectivity and Growth (OICG), supporting the $48.2 billion Infrastructure Investment and Jobs Act (IIJA).  Dr. Fazzari lead the development of data analytics and business intelligence products and tools for OICG’s grants programs, federal interagency coordination and state collaboration, along with supporting the NBAM’s broadband mapping tools and applications.  

Dr. Fazzari joined NTIA in 2019 as a Broadband Data Analyst for the launch of the National Broadband Availability Map (NBAM).  He previously worked at the Economic Development Administration (EDA) as a Federal Program Integrator, chairing the EDA’s Grant Investment Decision Committee and coordinating federal funding initiatives for states and localities.  He also worked at the Department of Housing and Urban Development (HUD) in the Moving to Work Program, developing and managing initiatives to increase economic mobility.  

Dr. Fazzari earned his Ph.D. in Public Policy with a concentration in Regional Economic Development from George Mason University’s Schar School of Public Policy and Government.  He received his Master’s degree in Political Science from the Carl Vinson Institute of Government at the University of Georgia.  He also holds a Bachelor’s and Master’s degree in Finance from the William G. McGowan School of Business at King’s College.
